ESA seeks 350 million euros for military ISR constellation, Tekever raises 580 million dollars, EDF and EDIP deadlines loom

ESA awarded parallel ISR architecture studies to Leonardo and an Iceye-led team while requesting a funding jump to 350 million euros ahead of a 30 November subscription deadline. Tekever closed a 580 million dollar first tranche of Series D at a 6.4 billion dollar valuation. The EDF 2026 calls, worth roughly 1.01 billion euros, close 29 September, and the first EDIP common-procurement call closes in October with grants of up to 20 million euros per project. Rheinmetall also booked a German customs LNG patrol-vessel maintenance contract, signalling prime expansion into civil-agency customers.

ESA awards ISR architecture studies to Leonardo and Iceye-led team, seeks funding jump to 350 million euros

ESA awarded parallel industrial architecture design contracts on 21 September 2026 to defence prime Leonardo and an industrial team led by SAR operator Iceye, then began technical evaluation of in-orbit demonstration payloads on 23 September. The agency is asking participating European governments to raise project funding from 167 million euros to 350 million euros, about 401.5 million dollars, ahead of a 30 November 2026 subscription deadline. Scope covers a LEO constellation for continuous optical, synthetic aperture radar and signals intelligence collection, multi-sensor payloads, automated edge processing and optical inter-satellite links. The military requirements framework was jointly drafted by the European Commission, the EEAS and the European Defence Agency. For founders: ISR primes are now named, so seed and Series A SAR, SIGINT and edge-processing ventures should position as subsystem suppliers into these architecture teams before the 30 November subscription lock, not pitch a rival constellation.

EDF 2026 calls worth roughly 1.01 billion euros close 29 September, with a dedicated EUDIS SME strand

The EDF 2026 calls close 29 September 2026 at 17:00 Brussels time, one day after this issue, across a work programme worth approximately 1.01 billion euros. The programme earmarks around 231 million euros for defence innovation under EUDIS, including roughly 60 million euros for disruptive technologies and roughly 60 million euros in dedicated SME calls. Research actions can receive up to 100% of eligible costs, while development activity rates run from 20% for prototyping to 90% for studies. Consortia generally need at least three independent entities in three different Member States or associated countries. Named example calls include EDF-2026-DA Galileo PRS NAVWAR at 422 million euros and EDF-2026-LS-RA-CHALLENGE swarms AI situational awareness at 30 million euros, both closing 29 September. For founders: those who cannot submit in time should treat this week as mapping, logging thematic priorities and consortium partners now and lining up a lead coordinator before the 2027 cycle opens.

Regulation

EDIP first common-procurement call closes October 2026, grants of up to 20 million euros per project

EDIP, established by Regulation (EU) 2025/2643 with final Council approval on 8 December 2025, carries a 1.5 billion euro financial package for 2025 to 2027. The first EDIP call closes October 2026 and the second in February 2027. The common-procurement strand invests 240 million euros supporting Member States' and Norway's joint buys of counter-drone, air and missile defence, and ground and naval combat systems, with consortia of contracting authorities eligible for grants of up to 20 million euros per project. Co-financing runs at up to 15% of contract value, rising to 25% when projects meet SEAP criteria or buy for Ukraine or Moldova. Common procurement needs at least three eligible entities from three countries, including two contracting authorities. For ventures: EDIP grants flow to buyer consortia, not startups, so the founder move is to get designed into a Member State's procurement plan before the October call closes as a named counter-drone, air-defence or naval sub-system supplier.

EDF 2026 calls enter final weeks, C-UAS spend tops USD 53 billion, defence VC hits record USD 8.7 billion

The EUR 1 billion European Defence Fund 2026 round runs to its 29 September deadline, with the three-country consortium rule the binding constraint for late entrants. Publicly announced government counter-drone contracts passed USD 53 billion for the first eight months of 2026, concentrated in effectors and Ukraine-routed procurement. European defence, security and resilience startups closed 2025 at a record USD 8.7 billion, up 55 percent, though capital is pooling in late-stage megarounds. Procurement simplification advances, with the supply and service threshold set to rise to EUR 900,000 and a Directive 2009/81/EC recast due this quarter.
